Organization
I want the organization of the City to be comprised of eight Tribes working together to create the infrastructure of a City. These Tribes can all be comprised of any combination of like minded Camps with a similar objective whether it be art or nudity or alternative lifestyles or any combination thereof. The eight Tribes will work together for the betterment of the City and to take on large issues that need to be coordinated. Otherwise all issues can be resolved at the Camp level or escalated to the Tribal level if serious enough.
This division will serve many purposes the primary being to isolate liability for construction permits and health permits and the various approvals that will be required and to obfuscate and disperse legal liability to insulate non offending Tribes from dealing with the trials and tribulations of their neighbors. An example would be a health permit being denied or revoked or a judicial warrant being issued. In such a case we would not want it affecting the entire City when only a portion needs to be impacted.
Each of the eight Tribes will own 80 acres. These Tribes will handle most all of the functions of daily life. The only time the Tribes have to come together is to discuss the objectives of the City as a whole. The Tribes will handle memberships and discipline within their Tribes. The Tribes will approve or disapprove any building proposals and any cooperative efforts except those that effect the whole City.
The Tribes will handle member disputes that spill out from a Camp or involve more than one Camp. The Camps will control who is in their Camp and every member must belong to a Camp. Joining a Camp is by invitation. New individual members will join newcomers Camp until they get adopted by a permanent Camp. They must get adopted within a specified amount of time as no one “lives’ in newcomers Camp. It is like a foster home until they are adopted. Tribes and Camps will want more members so they can grow and sustain their presence. There is no limit to the number of members a Camp can have. Since most members will not be there at the same time the more members your Camp can attract the more money and labor and resources for your Camp and more resources for the City.
I have selected Compassionate Darwinism as a method of keeping the park cleaned up. Each Camp will control members and vote one out each year if they wish. Each Tribe will control Camps and each Tribe will be expected to vote out the worst camp each year. The number of those culled is flexible. The price of admission is so low that the offenders can even get their money back. We can advertise money back guaranty. If a Camp wants to lose a member who is still valuable to the City or to another Camp they can do that by giving back their money and then the offender can use that money to buy into another Camp or they could move into newcomers Camp to await reassignment. We may even grow to have a probation Camp. If the City or Tribe or Camp decide the offender is an undesirable then the offender can be repaid his membership fee of $200 and given a ride to Reno. Remember we only want to solve our problems. I think everyone who joins our park should receive their money back and a ride to Reno as part of being asked to leave our community. In fact I think it should be the group or persons wanting the expulsion and initiating a complaint who will have to provide the $200 per member they wish to expel. This may help keep frivolous complaints down if they have to put up the money to escalate a complaint at the tribal level. Since some undesirable people may not have any money this disbursement is timely for the offender and good for the City as it moves the offender physically out of range to affect the City and gives them a springboard. This method of culling the worst performers should also provide a continual source of new blood if we expel the worst and take on new enthusiastic members and Camps every year. You will be told upon entering that if you fail to perform in the construction of a viable Camp or you violate your neighbors you will be subject to being voted out of the City. I don’t think any conscientious person who starts a Camp thinks they will be the worst Camp out of 80 Camps. So I think the ejections will reflect real issues. If everyone is working along happily then the Tribes or Camps can decide to expel no one that year. It is not mandatory.
The City will be built by Tribal committee and the Tribes will be managed by committee. The Camps will be built by their members. The members we select or allow into the city will be the people who built the Theme Camps of Black Rock City and the Art Cars of Black Rock City and the Art installations of Black Rock City. Together they will build more than I can imagine. The membership is $200 payable to me to cover the property purchase. It is refundable if you are asked to leave for any reason. This will buy you a lifetime membership. I expect you to retire here. All other money will be gifted to the non-profit on an annual basis. I expect this to be about $500 and will be used to build the roads, water, power and infrastructure type things that the City needs and votes for. If each Camp pays $500 we will have 640 X 500 = $320,000 each year. If each Camp has ten members and each member donates $500 then 6400 X $500 = $3,200,000 per year. We can build a City. All the members are building their own Camps so there is no construction cost. Each member is to leave their interest in what they build to the members of their Camp upon death or upon permanent departure.
